No, the seal between transmission and steering clutch housing.
Does the housing need to be removed or just the clutch pack?

I suspect one of the brass pushrod tubes is leaking around it's seal with the head. Water could be coming from block side and leaking by the head gasket, but I don't think so. I'm working on a BO Lindeman restoration and noticed some clicking in one of the final drives when I turned the sprocket after removing the track.
