Why use steering clutch gage

I haven't had my crawler very long and I see a reference to clutch gage on a few posts. And I am wonder what is a cutch gage and why use it?

What do you use to free up rusted bolts and screws?
Any suggestions? I have an adjustable fan belt pulley stuck and do not want to force it.

Hi I looking for a drive shaft and a coupling for a late 420c. The coupling
