Randy, There is another ball inside the port below the pilot valve, acts as a check valve to hold pressure against bypass valve to keep it open. I have found a problem (if not the problem) with my H-L-R. Seems someone has been in there before and put the bypass valve in wrong(spring on wrong side) and lost the ball out of the pilot valve.
