I got my dozer home and the track wont turn, the engine is bad locked up, he said he drove it in the barn maybe 5 yrs. ago, it was missing then the engine lock, am I missing something even with the engine locked shound'nt it roll with the trans. in neutal, any ideas why it wont roll?

I am going tommrow to look at a 350B to buy, can someone tell me where to find the serial no. tag, and some of the thing I should look at. Thanks
