Disc brake would require some sort of approved conversion if the truck has to pass safety. Don't know about in the USA but I do transport truck inspections here and the rules are quite strict when modifying original equipment. do not mess with it even tandem axle c 65 game with as single master and single line to all the wheels in the late 70's . they still pass safety here in Canada as long as its factory and the park brake functions

Not sure if you have checked this , but I make sure the engine turns freely. May not even be a starter issue could be something as simple as the hyd pump pressuring up and not letting the starter rotate the engine. I haven't had too many defective starters. Just an idea

All the newer 60 series detriots will auto shut down if left to idle past 30 min. you have have to set them on a fast idle to prevent the auto shut. even the older 2 cycle detriots idling wasnt good for them. i was told by waterous its was due the formtion of sludge and harmful contanimants. they re...

The shop i work in we have a concrete floor and regularly bring in a komatsu d65 dozer and a couple komatsu pc 220 excavators for maintance and the floor holds up well.

I would use a actual 3/8 flat steel spacer rather than washers. The reduced surface contact area from using washers is gonna put alot of stress on the bolts ,threads and bolt holes. I would be tempted to double check the fuel flow first make sure everything is flow in its proper direction first.
