It is not a choke but a fuel shut off. The only way to shut down a diesel is to either stop the fuel (or shut off the the air) since there is no spark like a gas engine. I cannot tell from the picture if it is connected properly. Your service manual will explain it. The shutoff lever should be well...

pads only go one way on the chain. the two notches fit over the narrow end of the NEXT link. Pinion quill and bearing.
Check the pinion quill above the axle shaft on the final drive. It's a round cover held on by three bolts (or some bolts and some studs). if you're referring to having the final drive hanging... There are two bolts underneath the clutch housing. They are threaded into the final drive housing so nothing shows from outside. If you have the rear skid plate (lucky dog) you'll need to drop it to get at them. Or at least that's what I hear ...
