Best thing to do is to adjust the clutches and brakes per the factory service manual if you havent already. Then if you still have trouble it will be a lot easier to determine the problem. Stan, look in the "Birmingham ALabama cragislist". Under Farm and garden search for "Chisel PLow". Look at the only ad that comes up, "farm equipment for sale". Not sure if this applies to your 450, but on my 350B you have to follow the adjustment procedure from start to finish to gain the correct results. Its tempting to use the manual to determine which nut turns the brake adjuster, but that really does solve the matter of how to adjust them properly. Try...

All good suggestions. Rather than weld full length I planned to weld the front of each bar 4" on each end and the back 4" in the center. Never runs on hard surfaces.. Only time is will see concrete is when it comes into the shop to be repaired. In reality it sees a LOT of time running around in the woods or turning a manure pile. I have searched and cant seem to find an appropriate answer. My 350 pads are worn out, the bolt heads (new rails) stick up higher than the grouser bars. Took LeonardL's advice and played with the reverser rate of shift screw. I backed it out 1/4 round and then proceeded to push up the compost pile. Loader is definitely better. It will take off in all 4 gears now on flat ground. I can start in 3rd on an uphill slope as well. Didnt try high on a hill ...
