Do you mean the small inbound cover that is held on by 2 cap bolts that covers the axle nut?

The shutoff is the same lever as the throttle. The lever on the dash is just pulled down past the idle detente to shut it off. No separate cable shutoff.

Ok, I was up in the mountains today and checked up on these items on the machine. The air filter is the oil bath type. The oil filter is a steel housing with a replaceable filter element inside. Ok, definitely no shifter on the dash. The only shift lever is for the manual transmission on the floor directly on top of the transmission. Also, there is no direction reverser. So, I'm assuming a post 31,000 model.

Is an oil leak into a clutch housing a common failure, and if so, which seal typically fails? Does oil actually swell the fiber disks?
