It looks like the JD part number is R68281 for the bulk hose used to make those fuel return hoses. It says it has an ID of 0.156" (5/32") or 4mm. Any hose used needs to be rated for fuel oil service. Pressure will be minimal as it is an open return to the tank.

If you can get the pins out of the blade lift cylinder(s), you can remove the cylinder(s), put the pins back in, jack the blade up and use a chain (run in a loop) between the pins (on one or both sides) in place of the cylinder(s) to hold the blade up.
