Look at section 15 Equipment Attaching, the drawbar page. I believe you are looking for the crossbar and it's mounts used with the regular drawbar for a crawler without a winch.

I don't see pulling it as an easy way. Tighten the belt up. Then push in on it with one hand as you turn the fan if needed. It should turn if the plugs are out.

Both tracks spin so the steering clutches are engaged properly to begin with. Now for the rest of what I suggested and asked. The next part of that was to pull the left clutch, while it was spinning, and see if the track stopped. How far did it pull to disengage? Then do the same for the right track...

Remove all 4 sparkplugs so you are not dealing with compression in any cylinder. You should be able to turn it with the fan, with the plugs out.
