I don't see pulling it as an easy way. Tighten the belt up. Then push in on it with one hand as you turn the fan if needed. It should turn if the plugs are out.

Both tracks spin so the steering clutches are engaged properly to begin with. Now for the rest of what I suggested and asked. The next part of that was to pull the left clutch, while it was spinning, and see if the track stopped. How far did it pull to disengage? Then do the same for the right track...

Remove all 4 sparkplugs so you are not dealing with compression in any cylinder. You should be able to turn it with the fan, with the plugs out. Make sure the belt is tight and you might need to push in on the belt as well. Be sure to turn it in the correct rotation. If you want to get it close with...

I think you jumped a line on the description side. AT13989 is the radiator cap, the radiator part number is AT13096.
