I disconnected the return line connector at the injection pump and it ran normal. Although line was totally clean something had affected the little foot valve. I cleaned it and put it back in and runs fine. Thanks for the good advice. Glad I did all the other work that let me know how good of shape ...

Yes I ran as well with cap off to double check. Also I just pulled off the timing cover plate on the injection pump to check for crud as another suggested and some fuel came out.
