Update: The shaft (whichever it may be, PTO or winch drive shaft) from the crawler that drives the winch is indeed turning at all times (at least when the crawler is in neutral). LOL... The PO reported that "the winch works perfectly, push the lever forward to winch in and pull the lever back to free spool, the middle is neutral". That being said, I was an idiot and didn't operate/test the winch before I bought the crawler, I was going off the POs word that everything worked...
