$13,000 for a fully operational 450c with a backhoe and front loader ain't bad, especially if it's got fresh paint and the guy claims he's sorted out the major issues. If it's coming from the small cover on the adjustment screw, maybe double-check the tightness, but also keep an eye on that front seal on the reverser like they suggested. Sometimes the culprit isn't obvious at first.

The oil hose above the starter sounds like a good lead. If the oil was dirty, could be engine or transmission – tricky to tell without digging in. Check that hose and maybe around the oil filter too.
