steering clutchs

looking at a 440 crawler that does not run. how will i know if the steering clutchs are stuck? also will this render it incapable of moving untill they are free? like winching it onto a trailer? it has sat for quite a while, outside.

looking at a 440 with a diesel. been sitting for some time with the injectors out. they were rebuilt. the owner does not know how to time it. probably $1000 gets it. should i consider it or run? what kind of a job to get it running?
