Seal goes betwen the flange on the tube and casting. If I remember correctly it is just an oring.

If the throttle shaft is moving, unlikely it is the governor.

Often times it is oil contamination, which tends to get worse as the clutch gets warmer.

Make sure that the throttle shaft is not iced up in the carburetor, not uncommon in cold weather.

If you put the head gasket in dry, that is often an issue. Use one of the copper sprays, or Hylomar.

You can add a little lead substitute if you want. You likely aren't going to put on enough hours to cause much valve recession. Octane is a waste of time on these old girls, probably 7 to 1 compression maybe.

If at 1 1/2" the throwout just begins to move outward, it is an adjustment issue with the connecting rod between the steering lever shaft and the throwout quill. Maybe I am missing something, but none of the measurements you state seem correct to me. Steering levers should be back 1 5/8" give or take to set the throwout bearing. Reread the manual carefully, it is likely just an adjustment error.

Timing can not jump on these barring a mechanical failure of some sort. It is likelly an ignition issue, possible faulty piece, etc. Check the timing with a trouble light, then you know for sure on timing. They are cast iron, vee it out, braze it and run it. There is no concentrated stress on the hole, it is distributed around the hole by the bearing quill. It is likely a crack from prior in it's life when a bearing went out and played nutcracker with the gears, and cracked the case. Normally it just ...
