Personally I would be looking for a 350 or 450, C series or newer with wet steering clutches. Those will still have things to tinker on. Here is the parts catalog page. Looks like lever and fork should move together. There is a roll/spring pin through both holding them to the shaft.

I think the pump on the unit should be fine at those dimensions as long as it doesn't loose fuel. I think you may want to look at having a check valve and a manual primer pump to help with bleeding after filter changes.

I think most I've seen were plywood with cleats attached, one or two might have been thin cut boards. Using wood over the batteries makes sense if you think about it, lessen the risk of a short as it protects the positive battery terminals even if slid to one end of the battery box or the other. I too believe that is an original. I remember seeing a number of crawlers with those over the batteries, even if the tool trays were missing. The parts book shows AT18737 as a plate, NLA. The drawing looks like this as well.

It is good the pads and grousers look good, but the condition of the chains, rolls, idlers, and sprockets are more important in determining the amount of wear, life remaining, and how well the tracks will stay on, in my opinion.
