Welcome to the boards. 15W40 oil rated for diesels will work just fine in your Gas or diesel. Sounds like you have a "modified" 450C, if it really is a C. Does it have wet or dry steering clutches? Welcome to the Boards. The levers should be independent of each other if one is moving when you pull the other, it sounds like something is still dragging in the linkage. Hydraulic pump seal gone bad is the most likely scenario based on your description. That is the only place the two come together I believe.

The fuel shutoff solenoid is inside the injection pump. Carefully consider your abilities before you decide to tear into the pump to fix it.
