That's interesting that you've added shims without seeing some effect, raising the pressure, decreasing pulsations, etc. It should be a fairly direct relationship between the spring tension and the pressure at the test port. It's almost like 2 things going wrong.... I agree there may be 2 problems happening in conjunction with each other. I think I'd try adding shims to the pressure regulator, to start. The clutch lube valve should have little to do with flow through the cooler. If the valve is open with high flow, then the pressure would be near zero other than any residual backpressure.
