Yes the engine dangles on those 4 bolts along with the radiator and hydraulic pump which are mounted on a sub frame on the front of the engine. You can access the parts manuals for free online through the John Deere website to get a better idea of what you are dealing with.

If having a functioning tach is your only concern there are some other options. Check out Tiny Tach online. I welded grouser stock on my 350 loader pads with a Lincoln SP175 wire feeder and .035 flux core wire and it worked well. A 100 amp welder might be iffy but try a few and see. Might have to preheat a little or just rent a bigger welder for a day or 2.

I did the same as Hodgiemoggy on my 350 loader except that my caulks were not as tall and all were same length and yes it does work very well in greasy and icy conditions and as Stan mentioned, much less welding.

Do you know what model of hoe you have. At one time there would have been a data plate somewhere on the boom. On my model 92 hoe the system relief is incorporated into one of valve segments that control the outriggers.

What kind of fluid are you using? The spec calls for JD Hygard, 303 or JD20A. Probably unlikely that this is your problem but I filled my straight 350 reverser with non spec hydraulic/drivetrain oil once and it was not very happy, jerky and rough shifting.
