lists 2 different engine clutches. One doesn’t specify the size. The other is 279MM (11in).

Here is an update. I pulled the engine, clutch housing and front cover yesterday. Everything seemed to be OK. If it is an earlier model with dry steering clutches the steering clutch fibers are probably rusted to the plates. If you can get it against something that won’t move and work with it you may get them broke loose. Just keep the levers pulled back and work the master clutch to put a load on them.

There should be two ½ inch bolt holes in the head to attach lifting eyes. The one on the rear of the engine is on the side and the one on the front is on top. Before you start tearing everything apart, check for water in the steering clutch housing.
Find the plugs that are in the bottom of the housing and remove them. If water runs out then let it dry for a couple of days and try to run it again.

You should adjust both sides at the same time. As far as the braking, the harder you pull the more pressure you put on the drum. Just like brakes on a car or truck. It’s great to hear that the leak is fixed. Was the seal damaged and did you need to install a sleeve on the shaft?

The problem may just be a linkage adjustment.
Have you adjusted the clutch and reverser per the manual?
It sounds like one of the reverser clutch packs is getting pressure when it's not supposed to.

It sounds like a pin holding the linkage may have come loose in the housing.
The other thing may be that the brake lining could have "unglued" from the band and is wadding up against the drum.
