governor spring tension

I have a 420c that I am repairing and am wondering about the spring tension on the governor. There is at least a 1/4 inch of movement before the spring starts to have any tension on the governor and throttle arms when I go from idle. The spring seems long and weak causing the governor not to work quickly.Does one know the pounds of pull and lenght where I can check the spring.
