I found a full set of chains and pads for my dozer, the guy wants $1000 for both sides, he says that there at about 80%, is that a good price?

IF they are 80% yes, but I would highly doubt they are. I don't mean this as an accusation, but percentage wear expressed by most people is just a guess. There is a process to determine it including internal wear, external wear, rail height, and pad height.
You ask him if you will measure the length across 5 pins and give you that measurement. 23" is new, 23 1/2" is 100% worn.

Make sure that the chain is under tension when it is measured to get a meaningful accessement. If it is not streched it could "hide" some wear.
