is the steering clutchs wet or dry?
will the motor from a 40c go into a 420c?

Steering clutches are dry.
40 motor is a little lower HP, but they fit a 420. Main external difference is a 40 has no water pump (thermosiphon) and the 420 does. Meaning a 40 motor might overheat in a 420 when the original engine did not. The radiator has to be pretty much perfect in a thermosiphon.

You will also have to change to 40 radiator, fan shroud, fan mount, in addition to changing out the throttle rod support. And, you will be sadly disappointed in the HP difference.
