My steering clutch is froze up. I am in the process of rebuilding it and I noticed a broken spring hooked to the bell crank. There was not one on the other side. It's not one of the return springs, so where does this spring go?
Once I get this all fixed, how do I prevent the steering clutches from freezing up again?

Frequent use is about the only way to keep them free if you store it outside.
That is the brake return spring, it hooks to one of the loops on the carrier bearing quill like the throwout bearing springs.
