MC fender bracket

I've seen a couple of MC's with these, look's to be factory but doesn't show up in the parts manual?
Any thoughts?

That is a tool carrier stop for an MC1000 tool carrier equipped crawler. If used in the rear position, and you go though a deep enough ditch, the tool carrier would float up high enough to wreck the fenders. The tool carrier stops prevent this.
