Your local JD Industrial Dealer should have the repack kit if they are original JD cylinders. Get a casting number and contact them.
My local JD ID wanted $75/hour and estimated 3-4 hours to repack one cylinder. I had never been in to one, did it in about 1 1/2 hours with minimum tools and shop equipment. Not sure what all they do in those 3-4 hours, but my cylinder now is dry as a bone, no leaks.

I rebuilt mine including replacing the rods and I got all new parts at a local hydraulics shop. The piston cups were upgraded to modern material and rod seals and barrell seals were upgraded too and I just got a peice of chromed rod material and made new rods.
