seized left steering clutch on 420C

I have a 1957 420C with dozer blade. it has been sitting for about 4 years and I recently fired it up. everything works fine except for the left steering clutch / brake isn't engaging. talked about this with a buddy of mine who is a HD mechanic. He has heard of this happening when a unit sits for a while. He suggested filling the housing with a diesel/ WD 40 mix and letting it sit for a day. he feels its rust. drain housing and try it out.It was working fine when it was parked. Anyone ever heard of doing this?

The 420C clutch/brake mechanism is meant to be dry. If use will not break it loose, you must disassemble the unit. No liquids in the clutch housing.

Rust comes from water, neither wd40 or diesel fuel mixes with water, or significantly penetrates rust. They are however both petroleum products, which when absorbed into the clutch discs will cause them to slip on the off chance they do lose up.
