1010 frame front cross bar at14459t hardened?

Does any one know if this is hardened? I need to replace mine. My existing one has been welded numerous times. I tried the file test and got mixed results even far away from the welds. I plan to fabricate a new one and was curious as to weather a piece of cold or hot rolled round would be feasible.

I don't think it is hardened, but it will be good quality, probably much better than hot or cold rolled.
