TSX-756 Choke Valve Position

I have a question about a 440ic carburetor that I hope someone can answer:

Should the pressure relief valve be positioned in the upper or lower half of the choke valve?

While rebuilding my tsx756 carburetor, I removed both the throttle and choke valve plates before reading SM-2024, where it recommends making note of the position of both before removal...

If the choke is on, the flap should be able to open to let a little air in, so if it makes sense, the flap is downstream relative to airflow.

Should the flap be positioned above the choke shaft or below it?
