Lift Lever under left foot

On a 2010, under my left foot is a lift lever (right angle bent rod). What does it do?

When I push the brake pedal, only the right side steer lever moves. Is this supposed to move the steer levers and is it supposed to be connected to both side brakes?

That is the engine clutch disengagement rod for cold weather starting. You pull the rod up, and hook it on the footrest while you start the engine. When it is running, you release it to engage the main clutch.
Neither lever should move when you step on the brake pedal, the linkage is rusty inside the clutch housing.

I will look for rusty parts. I am sure the clutch lever might help cold weather starting. All new to me.
