420C Single Remote Control Valve Assembly

The oil return tube on my Single Remote Control Valve (this is the tube that returns oil back to the reservoir). Leaks oil profusely when the crawler is running. I have replaced the seals in the valve assembly and the seal on the oil return tube but it still leaks. What is the order for installing this seal? Maybe I have installed incorrectly? Thanks in advance.

Seal goes betwen the flange on the tube and casting. If I remember correctly it is just an oring.
