Rebuilding fuel shutoff valve?

JD 420c, out of fuel after sitting a bit. Filled it up & there was a big dribble out of the shutoff valve, despite it being off. Pulled the whole fuel bow assembly then the shutoff valve. I can't figure out how to pull off the packing nut to get to the O-ring that I assume is leaking. Is the only way to grind off the end of the fuel shutoff knob or the shaft that it's on?

They are not rebuildable.

Thanks, hopefully the $15 one off Amazon isn't junk.
