Set Bolt on 2010C steering clutch

Does anyone know if the set bolt on the brake hub is supposed to be there on a late serial number 2010C?
When I took it apart it was not there, the manual is sort of vague on this issue.

If I understand your question correctly, yes, the book calls for one to be used. Mine has them; its serial number is greater than 42000.
