1962 2010c Reverser test port Pressure

I recently purchased this machine, and have only used it for 30 minutes before finding out it will not back up a very small grade. I'm not a dozer mechanic. I talked to a few locals, & found the test port for the reverser (under the drum plug). I've got 120psi in neutral, in low it drops & comes up to 70psi, in high it drops, & comes up to 60psi, and in reverse it drops to 30psi and stays there. The trans fluid had alot of water in it. I changed it, then took the readings when the oil was warm. Any help on this matter would be appreciated.
