Steve,
Sounds like one or both of your fuel supply lines is a little plugged up. If I remember correctly, there are two supply lines and one return line on your tank.
Regarding the winch; on mine there is a little lever at the back of the cat to disingage the winch drive. The clutch pedal has no effect. If you pull up on the "disconnect" lever under your left foot, that will stop the winch drive also.
