Aren't they interchangeable side to side if all ears are drilled?

No the title of the auction indicates it is for a 40-420. In the description of the item he mentions the picture of the 2010 tractor that he will be junking in the near future.
AFAIK the difference in left or right side is which way the brake rod comes out of the housing and which side of the top cover the barrel plug is tapped into at the top as it has to be on the correct side to adjust the brake band?
I have no way of knowing if a housing for a 420C will work on a 440IC.

The steering clutch housing is the same part number (AM 3520T)
for 40,420,430,and 440. The casting was the same for both left and right, they were just drilled and tapped differently. The bosses are there, I suppose it would be possible to drill and tap it for the other side and plug the holes you aren't using- anyone ever try that?
