Steering Clutch Adjustment

I am trying to adjust the steering clutches on my 440IC and am having trouble.

To my understanding: first I back off the clutch-brake sync screw, then I loosen the throw-out bearing carrier lock screw, move the steering lever to 1 1/2" from the stop and slide the throw-out bearing next to the fingers on the clutch. When I do these adjustments the TOB lock screw ends up half on the carrier and half off which keeps me from tightening the TOB lock screw.

Does anybody know what am I missing here?
