The local jd retailer says that the pins and bushing are still avalible
$10 for the pins and $9.00 for the bushings My question is how do you tell if they are bad and 2 how do i change tham?

They have to be installed with a track press, really no other way.
Measure across 5 pins (4 links). 23" is new, 23.26 is shot. That is the internal wear dimension.
If they outside of the bushing is badly grooved or worn to the point that it is or will cause abnormal sprocket wear, then they need to be replaced.
If you do the math, that is about $1400 for parts, and you will need to buy the pins and bushings in multiples of 16 only.
I charge $900 for both tracks, installed. That assumes I have to do no link repair.

Is there any way to remove the old pins easily?

Track link snapped
I had one link snap, the other link is still holding. What is the easiest way to fix this?
My mistake, I was thinking you meant all of them, sorry.
Yes you can get a single pin out. Take a cutting torch and cut straight in from the end of the pin. Stay in the center of the pin being careful to not cut into the link. Blow the center of both ends of the pin out, and them let cool. Once cooled, you should be able to drive the pin out with a punch. I have some pins that I use for field repair that have the center relieved so they are easier to install with a sledge hammer. I can send you one of those if need be.
