440 throw out bering problem

On my 440 IC I have recently rebuilt the reverser, tranny and the final drives however trying to get the steering adjusted has been frusturating.
I've got the steering working but the one side pops when you pull back on the steering lever. And for some reason looking in the inspection hole I can see where the throwout bearing is being chewed up. It seems to dig into the edge of the throw out bearing everytime I pull the lever back to steer, both sides are doing this anyone have any suggestions?

The popping is the balls coming up out of the cups, you should not be able to pull the steering levers back that far, you must be short on brake. Either tighten the adjusting nut up, or the application bolt is too far up.
