Is there any way to tell if clutch disc have ever had oil on them? My steering clutch disc appear to be dry but still slip under a pull. I'm going to replace the pressure plate but I Don't know whether to replace the fiber or not. Cluch plates and steel disc are within specs of service manual.

Usually if oil soaked they will slip when hot because the heat "boils" the oil to the surface.
