420C Steering and Brake Linkage

The "lever, brake" (key # 11 page 95-2 of the parts manual) rotates freely on its shaft on the right side but is rusted solid to the shaft on the left side. Am I correct in assuming that it is supposed to rotate freely and if so what suggestions do you have for freeing it up?

There are two Woodruff keys shown in the parts drawing (key #8). It looks as though one of them must lock the rocker arm (key #13) to the shaft but what is the purpose of the other one?

How do you disassemble these parts? Remove the steering lever (key#18) and drive the shaft through the hole in the casting closed off with the freeze
plug?
