What are the conditions?
Is the engine running or shut down?
Are you pushing the control valve to let it down?

Is the control valve set up to float (it can be)? Are the piston seals on the hydraulic cylinders shot?

In my case, someone had put undersized o-rings on the pistons, so as you can guess, there was a huge internal leak.
