2010 shifting problem

Have my 2010 diesel running again after steering clutch and final drive rebuild. It is HLR transmission--serial number before 42000. All the gears seem to work as does the HLR. The problem seems to be that I can not shift the between the gears--they seem to keep spinning. I see in the book that there is a trans brake of some kind--could this be the problem? How do I check this and what other advice do you have to troubleshoot the issue? I understand that the so called "clutch" pedal is a dump valve for part of the transmission --could it be out of adjustment and where is the book would it talk about this? Thanks again for all the help on this site.

that brake wears out...... if you push the clutch pedal to the floor and it dont stop the gears its gone ... that part has NOT been available in years ... what i do to change the RANGE gear is stop the machine and idle it down with HLR in neutral shift the range lever fast and that works without shutting the engine off
