We have the plans done, but are on the off year for the federal funding cycle. Next cycle is 2013, so our hope is to be approved by the state next summer, and then the state gets approved by the feds. Once that is done, we can borrow the money to build it, then pay off the loan with the grant money when it comes in the following year.
