Power Steering

When bleeding the air out of the power steering on my 440, book says to lift front end & turn wheels back and forth until bubbles in reservoir stop. What is not specified is whether or not tractor should be running.
Any ideas?

Most likely running, don't think you get any fluid there unless there is pressure at the steering valve.
