Many factors can cause poor ignition. If it's a non-turbo 450B, with straight-cut top piston rings - they could be broken. But, without pulling the head off and looking, there is no sure-way to tell.

It kind of goes like this. Some 450s started great since new, and some started terrible and needed ether until the temp was 70F. If it HAS been a poor starter since, it will be hard to make it any better due to poor machining tolerances.

Now, if it once WAS a good starter, but no longer is . . .
Low fuel delivery in the injector pump will make it start very poorly when cold, but will fire right up when warm. Does it make any black smoke when you work it hard? If not, try turing up the fuel delvery a little.
Retarded timing can also make it start poorly when cold. Does it skip when you first start it cold? If so, try rotating the pump about 1/16" or 1/8" inch. It can make a big difference in cold starting IF it was too retarded.
Valves can also be too deep in the head. If someone ever did a poor valve job on it, but grinding the valves and seats instead of replacing - the valves will be too deep in the head and cause lousy cold starting - but otherwise will run fine. Exhaust valve heads shoud be around .040" deep and intakes around .025" deep.
Broken top rings - this happens quickly when too much ether is used. Once they break, the engine will not start without ether unless hot. It will still run pretty good though. The later turbo 450s have Keystone rings that are much more tolerant to ether and much harder to break.
