I am new to this forum and a new owner of a JD 450C that I bought 2 days ago , so forgive me if I ask questions that seem very basic or if I fail to call the part by the proper name. I noticed that what I will call the "track tension piston" is not lined up or is broken from the other part. Can I weld this into place? Or what is the right way to fix this? I'm not exactly sure how to post an image

First thing WELCOME to the nuthouse
You need to make sure that you have a "C" model some A--holes put "C" decals on "B" models to sell for more $$$ make sure to get BOTH parts and technical/service manuals for your model machine... You can see the parts book here

YES with both parts out of the machine .....IF you are a good welder it can hold up my dad re-tubed our 2010 (tubes were wore out where they ride in the guides) That was years ago........ THEY HAVE to be VERY straight !!!!!! 341XXX should be a 1980 "C" model
