450C steering clutch fill

I am in the midst of a fluids and filter change on my 450C dozer, not a common sump model.
The manual states that each steering clutch takes 7 gallons of fluid but I had oil overflowing out of the fill hole after about 6+ gallons.
Is the fill level supposed to be right at the fill hole and why won't it take the full 7 gallons?

Here's one thought: I just pulled one 450C steering clutch, after draining its chamber's oil (which overflowed a large "kitty litter" pan, much to our chagrin). I sopped all the remaining oil, and the next morning there was a gallon or more of oil in the clutchless empty housing bottom - I'm assuming it came from the differential housing at the center of the tractor.

I suppose my unit was converted to common sump at some point, I don't know how you know yours isn't? If you refilled right away, perhaps there wasn't enough time for an inter-chamber oil transfer like I had. I was surprised at how slow it transferred.

Another possibility: there is a "shelf" in that housing that isn't fully drained by the lower drain plug, if you just removed the lower drain plug, and not the higher one (that drains the "shelf") you will leave about a gallon of oil behind. These are the two plugs accessed from behind the clutch housing under the tractor.

I drained both locations fully (I let them drip dry).
I figured it was not a common sump because none of drain plugs were loctited in.
