You adjust that center all thread so the finger height is 2.062" as per the JD manual. The 2 outer all threads sit on the drum.
You have to go around and adjust each finger. Then I would give each finger a pop with a rubber mallet and recheck. Keep doing that until each finger is at the 2.062 height and stays there.

I noticed there was a pool of oil in bottom of the steering case. Is there a weep hole or a drain plug? I probably should check mine.

there are two pipe plugs on each housing. front and rear.
